Most state's driver license department use only name and date of birth as Identifiers. So if you know what state this person is in, it will be possible to find then using the Department of Transportation database.
How do you find someone if all you have is their first name, birthdate and city where they live?
Sounds like you met someone in a chatroom. Don't think it's possible...and it would probably be considered stalking anyway.
